Job Description

We seek to hire a Project Manager/Estimator in our Virginia Beach, VA; Roanoke, VA; or Raleigh, NC offices who will be the primary person responsible for coordinating the pre-construction, design and construction from start to finish. Additionally this role is responsible for the overall direction, completion, and financial outcome of a construction project. Additional duties includes direction and supervision of all activities related to procurement, scheduling, invoicing, contract administration, change orders, submittals, and financial forecasting.  Project Managers/Estimators are also responsible for assisting in business development. 

General responsibilities include but are not limited to the following:

  • Procurement, Pre-Construction, Construction and Project Financial Responsibilities:
    • Follow up with current clients to check satisfaction with team.
    • Develop and write technical proposals & GMP and Lump Sum price proposals
    • Lead a comprehensive preconstruction effort for projects, including cost estimates, cost studies, value engineering, scheduling, constructability reviews, site logistics planning, cash flow projections and attending design progress meetings.
    • Lead bid efforts including setting up a call sheet, preparing and sending out invitations to bids, advertising as required for public projects or bid strategy, preparing a project manual, distributing bidding documents as required, verifying proper bid coverage, setting up and utilizing estimate template, comprehending and executing all bid requirements including, insurances, permits, bonding requirements, and form of proposal.
    • Develop and review the project budget with the Project Executive and set buyout and target goals for procurement and purchasing.
    • Lead, develop, and maintain the purchasing schedule ensuring that the Procurement Schedule supports the Project Schedule.
    • Maintain and develop the perspective bid lists and lead the subcontractor prequalification process.  This includes review of financial statements, EMR, and checking with trade references for prequalified subcontractors.
    • Develop Scopes of Work and bid packages and review with the Project Superintendent and Project Executive.   
    • Receive bids and evaluate the bids against the project schedule, scope of work and Contract Documents. 
    • Recommend best values contractors to the project team and lead the per-award discussions. 
    • Write Draft contracts and review contracts with Project Executive prior to submission to subcontractors.   
    • Develop, generate, and negotiate subcontractor change orders. 
    • Prepare the Monthly Financial Forecast and participate in the monthly review with the Project Executive and Owner.
    • Fully understand the Owner Contract and monitor the project in regards to change orders and potential change orders.  Responsible for notification to owner of potential change orders and changes in the contract and develops change orders as necessary for submission to the Owner. 
    • Develop and maintain the small business plan and reporting required. 
    • Monitor and maintain the Project Change Order Log and Subcontractor Change Order Log. 
  • Project Start-Up and Scheduling
    • Lead the Project Kick-Off Meeting with the Design Team, Pre-Construction and Field Operations Team. 
    • Create the schedule of values and project logs for the project.
    • Assist in the pre-mobilization planning and scheduling with the Project Superintendent.
    • Assist in the development of the project schedule and delivery log with input from the Project Superintendent and Subcontractors.
    • Participate in the weekly and monthly updates of the project schedule.
    • Develop the Project Requirements Matrix at the start of each project.  This includes detailing all of the proposed subcontractors, tools, equipment and vendors needed to perform the project.
  • Field Operations and Close Out
    • Perform and participate in pre-construction meeting with trade contractors
    • Review and respond to RFIs and submittals
    • Perform onsite quality control inspections and write associated reports
    • Responsible for project administration and daily operations. Prepare and maintain the project schedule, milestone dates, and close-out checklist. Review with project staff each week  and assign responsibilities, execution, and follow-up plans
    • Produce and submit weekly Owner progress review report with summary of activities performed, material deliveries, open issues, associated with previous week’s work and four / two week look ahead schedule.
    • Perform necessary safety monitoring, daily job task analysis, and daily and weekly tool box talks. 
    • Coordinate and deliver all requirements for subcontractors and suppliers to meet project schedules.
    • Manage the Project Controls process.
    • Deal with day to day issues with the client and subcontractors.  Write letters and contractual notifications for both the Owner and Subcontractors.
    • Attend all schedule and management meetings necessary to monitor the project and management the project. 
    • Lead project close out and ensures that the project team has the resources necessary for a quick close out. 
    • Manage the administrative side of the project close out with the owner and subcontractors.  Includes final change orders, as-builts, owner training, Commissioning and permit close out. 

Essential Abilities include but are not limited to the following:

  • Travel an average of 50% of the time
  • Work may involve times outside normal working hours and on weekends
  • Work outdoors with varying terrain and all types of weather
  • Stand, walk, and climb for 8+ hours a day
  • Be able to lift 50-60 lbs and operate bridge inspection equipment
  • Be able to work at heights, over water, and in confined spaces

While performing the duties of this job, the employee is regularly required to stand for long periods of time; talk or hear; walk; sit. The employee is frequently required to reach with arms and/or hands; bend, kneel; stoop, crouch or crawl and climb (ladders and scaffolding ); perform fine motor, hand and finger skills in the use of a keyboard, telephone, or writing. The employee is occasionally required to lift and/or move up to 30 lbs. Specific vision abilities include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. The employee will spend their time on the physical jobsite; in a construction trailer; and occasionally an office building. Requirements include being able to be in your feet either walking long distances or standing for long periods of time.  This position is exposed to high temperatures; cool/cold temperatures; and loud noises.

Education

  • A minimum of a bachelor’s degree in Construction Management, Engineering, Architecture, or other technical degree

Licenses, Certifications and Accreditations

  • OSHA 30 HR and/or First Aid/CPR certifications are desirable
  • Professional Engineer (PE) or Registered Architect (AIA) may be given additional information

Software Skills

A Project Manager/Estimator should be able to effectively utilize current company software programs for word processing, e-mail, accounting, and information management. 

Working familiarity with design and production software to a point of being able to understand the capabilities and limitations of the programs and interact with the support staff in their use of the software is highly desirable. 

Career Experience

A Project Manager/Estimator should have at least seven years of progressive experience working as an Assistant Project Manager or Project manager on highly complex industrial, federal, commercial, or higher education construction projects to include at least two years of experience working as a Lead Project Manager with Profit and Loss responsibility.

Experience with the following may be given additional consideration:

  • Working in new and existing facilities to include managing new work and modifications to existing systems
  • Working in MSHA classified surface mining operations
  • Strong command of all contract and legal provisions required by the contract and general construction knowledge
